Government Gateway Alliance Programme


The Government’s e-Delivery team (EDT) acknowledges the added value the commercial sector provides in working alongside us to deliver Government Gateway services to our customers. By working with the commercial sector in partnership, we gain additional channels to drive the take-up of our products and services to a greater number of Government departments.

EDT’s work over the past 5 years with Partnering has focused specifically on technical deliverables with private sector organisations developing the following capabilities:

  • Systems Integration
  • Education and Training Delivery
  • DIS Solution Development
  • Independent Software Vendor
  • Trusted 3rd Party Developers

As an approved EDT partner you will benefit from a ‘doorway’ to Government providing your company with potential opportunities to generate revenue and EDT will benefit from the increased take-up of Government Gateway products and services and through an opportunity to develop the UK Government’s Transformational Agenda to it’s customers.

There are many potential opportunities for partners to generate revenue. For example:

  • Provide added value services to new customers through the implementation of  their products and solutions;
  • Through upgrades of their software or solutions which support EDT products and services;
  • Additional business from the integration of new features for new customers who want EDT products and services.
  • Development of new Solutions that address the requirements of EDT government customers through the Innovations Programme.

The GGAP objective, therefore, is to establish and formalize key partnerships with IT and business suppliers, to allow them to integrate with and deliver our common infrastructure products and any supporting solutions direct to their new and existing customer base within Government.  Furthermore, to assist EDT in the innovative delivery of the Transformational Government Agenda.

The programme is open to all commercial organisations with the capabilities to deliver our products and any supporting solutions that satisfy the approval criteria set by us.

These criteria focus on a prospective partner’s credibility, capability, technical aptitude and commitment to working closely in partnership with EDT and the Cabinet Office. The Criteria covers specifically but not exclusively;

  • ISO9001 Certification   - Quality Standard or equivalent
  • Staff Technical Capabilities - CV’s, reference site, etc
  • 24/7 – 365 day Customer Support
  • Commitment to Government market and Agenda
  • Signed Confidentiality agreement
  • Marketing Capability – supporting EDT and Government
  • Supplier statement – defining value add for UK Government.

Becoming a GGAP Partner

This section outlines the process for a supplier to undertake in order to become an Approved Government Gateway Alliance Partner.

Step 1 - Contact the Partnering Manager at EDT to advise of intention to apply for approval via the following e-mail address Damien.Kennedy@gateway.gov.uk.

Step 2 - Before any market sensitive information is passed between us, a Non Disclosure Agreement (NDA) needs to be signed by both parties. A signed NDA means that each party has agreed to keep confidential and not to disclose any information passed to it by the other party, and each party has agreed to disclose information to the other party on the terms and conditions set out in the agreement. The NDA aims to protect both parties.  If a NDA has been signed previously, its current validity will be checked by EDT

Step 3 - The Partnering Manager will then request information from your company which will cover the required criteria and allow EDT to provide a full assessment

Step 4 - If you are approved you will receive written confirmation Certifying that approval.

Partnering Categories

There are six categories of Partnership within the GGAP. Each level requires slightly differing entry requirements and provides different benefits to a partner. You will need to specify which category levels your organisation wish to be considered for.

The six levels are:

Level 1 - Approved Government Gateway Alliance Partner – Successfully fulfils the standard GGAP criteria

Level 2 - Full Government Gateway Partner- Successfully fulfils the standard GGAP criteria and has delivered a current product or service to Customers linking to the Government Gateway.  Details of the service or products you have provided will be requested.

Level 3 - enGage Co-opt Partner – Successfully fulfils the standard GGAP criteria and has developed a service which links to the enGage partnership Framework.

Level 4 - Government Innovations Partner – meets standard GGAP criteria and has successfully delivered an Innovation solution through the EDT Government Innovations Centre

Level 5 - Pygmalion Partner – successful in applying through OJEU (Official Journal of the European Union - formerly known as the Official Journal of the European Community) to sit on EDTs internal Framework catalogue

Level 6 - Alumni Partner – Friends of the Government Gateway.  Associates with a legacy relationship with EDT and the Government Gateway

It is recognised that some potential partners may also develop partnerships with other third parties for example, hardware manufacturers and platform providers. With suitable capabilities, it may be possible for some suppliers to partner with us in more than one category. Similarly, it is possible to attain additional Partner status over time. 

For the purposes of this Partnering Programme, our partnership is defined as:

“A relationship in which, both parties seek out mutual benefits by working together within an agreed and structured approach, beyond that of a normal commercial nature”.
